How do I report an issue on the estate?
- If you see a criminal act being carried out, eg vandalism or aggression, then residents should phone the local police. If it’s a matter of seeing a fault or damage, eg street lights not working, then residnts should contact Hobdens. Residents are free to contact a Director directly on any issue via the estate email (saxonreach1@gmail.com) or through this website. Please note the Board does not act in arbitration between neighbor’s personal disputes;
Are there any other neighbourly do’s and don’ts?
Yes, we ask that your bins are not visible from the front of your property, keep them at the back except for Wednesday bin collection day. And that domestic rubbish bags are not left out unprotected as we have foxes and a multitude of sea gulls which will all open the bags and scatter whats inside. We also encourage residents to keep their properties clean and in good repair and keep their their gardens in check.
Is the estate pet friendly?
Yes, but we do ask that dogs be kept on a lead when on the estate as several owners have cats. And of course, to clean up after their pet. (4th para 15)
Can I get a spare key to the gate onto the Beach?
Yes, via Hobdens for a small charge. Gate keys are normally passed to new owners from the seller. We have three pedestrian gates to the estate – two into Rose Avenue to the east boundary and one at the seafront directly onto the beach. All are locked with the same key. The pedestrian gates to the sides of the front electric gates are not locked.
Do the gates need a code to open them?
No. the gates are fitted with sensors and open automatically when a vehicle is close enough. The gates provide an additional level of security and help limit speeds up Main Drive. Gates are on a timer so that they are open early morning and early evening to help with work traffic. Any problems with gates, please contact Hobdens.
Can I use the green spaces for a group event?
Reasonable use of common land is defined by the Board as being for domestic or recreational, not for profit, use. And which does not unduly infringe on neighbouring property rights. Good practice would dictate seeking prior agreement from the Board to hold group events.
Management Of Estate
What fees are payable by owners on the estate?
Sole charge is made for the annual Management Association fee, which for 2025 is £325 per property, collected in two halves, January and July. The fee is to cover all estate maintenance expenses. (7th, para 1) Fee is reviewed annually by agreement at the AGM and usually rises in line with annual inflation rate. In the event of unpaid fees, the Managing Agent, on the Boards direction, will seek to agree a repayment plan. Where this proves impossible or that payments are not made to redress the debt outstanding in a reasonable manner, the Board shall instruct the Managing Agent to instruct a debt recovery agency, which will incur future penalty fees for that resident/tenant. Arrears are defined as fees unpaid at calendar year end for the fiscal year to which they are charged. All owners are contractually bound to pay the Management association fee and non-payment therefore constitutes a contractual breach.
How often does the Management Board meet and can I join?
The Board is currently made up of 4 Directors, Tim Andrews as Chair, Directors – Claire Wood, Bernie Aphonso and Dave Williams. In order for the management company to remain viable there have to be at least 2 sitting Directors. The Board meets quarterly (Jan, April, July, Sept) with an Annual General Meeting end of October. The April Board meeting and AGM are open meetings and all owners or renters are welcome to attend (only owners are able to vote on issues). Directors need to be owners on the estate and the position is voluntary and unpaid. If you would like to be considered to join the Board, please write into the estate email or follow the steps in the pre AGM invite.
Who sets the rules?
The Management Board can act on its own recognizance in working on behalf of the residents but aims to work inside of the covenants. (4th para 22)
Property Guidelines
Can I change the front of my house, with new windows and a new colour?
Yes but with limited scope (4th, para 21) Another key covenant which seeks to keep the estate properties in line with original design. The front aspect should not be changed and should remain in the style of the original planning consent design, i.e. replacement windows are to remain white uPVC with an internal white cross. Where an owner / occupant wishes to change the external appearance of their property by the use of any form of cladding, rendering or any other non-original materials, they are required to first seek planning permission from the Local Planning Authority (Arun District Council). The cladding of all or part of the external elevations of the property using a material dissimilar to the original is not considered ‘permitted development’ under the General Permitted Development Order 2019 (http://www.legislation.gov.uk/uksi/2019/907/made ) and therefore requires planning permission. Once the necessary planning permission has been gained an application to the Board is required which will then be considered as to its compliance with the covenants. Failure to gain planning permission PRIOR to the installation of any form of cladding using non-original materials may result in enforcement action by the Local Planning Authority. The owner / occupant may then be asked to submit an application for a Certificate of Lawfulness to retain the cladding or may be required to remove the cladding, if deemed unsuitable and unacceptable to the Local Planning Authority. The Board will not unnecessarily withhold permission for such compliant requests but the expectation is that colours chosen will be muted or pastel by design. It is also the Boards hope that Residents look to maintain their property not just to the style as above but also maintain the property and gardens in a tidy and clean manner.
Can I work from home?
Yes but excluding running a commercial business from private properties that results in waste, pollution, undue noise or disruption to neighbours. Permitted use includes self employed and working from home;
How do I buy or sell a property on the estate?
Properties are offered for sale in the normal way. However, each property is subject to a deed of Transfer, which new owners are required to sign. See 4th schedule, para 2 – the Deed of Transfer which survives sale and transfer of private property. This Deed includes a number of restrictive covenants which help maintain the estate and properties in the manner which they were originally designed to look and operate. See below for detail on the main operative covenants.
How do I go about renting out my property?
In the usual way and most are via a property agent. Please note the owner retains the membership to the residents association, including voting rights, which cannot be passed onto renters. Owners are also responsible for ensuring that renters are aware of and adhere to the restrictive covenants.
Vehicles On The Estate
Can I park my boat or commercial vehicle on my property parking spot or elsewhere on the estate?
No. (4th, para 9) one of the main covenants we rely on most prohibits the parking of any goods or commercial vehicle, caravan, boat or trailers or similar vehicles on any part of the estate, including the length of Main Drive. However, the Board is relaxed about daytime parking to access owners property with commercial vehicles etc but does insist that such vehicles are not parked overnight on the estate. The Boards standing instruction from residents is taken to be that notices will be put on such vehicles asking them to be removed immediately and stating the covenant they have infringed and alerting owners to the risk of further action.
Is there a speed limit on the estate?
Yes. We ask all drivers to observe a maximum of 15mph throughout the estate and including the length of Main Drive.
Where on the estate can I park?
Each proptery is designed with at least 2 spaces for its sole use. Owners may park in the marked visitor bays for short periods but not on a habitual basis. Parking is not permitted in the turning circles as marked as these are for sole use by emergency vehicles.

How do I obtain a login account
If you are a property owner on the estate and have an email address registered with Hobdens, do the following:
- Click on Login ( top menu item)
2. click on forgot my password, fill out form shown below with your email and click ‘Get a New Password’ , an email will be sent to the email with the password
If you rent a property please complete this form
If You are a Partner, Spouse or Co-Owner
If You are a spouse, partner, or co-owner of a property on the estate. Ask the owner ( the person who’s email is registered with Hobdens) to add you add a co-owner. If Hobdens have both your email addresses ie you both receive official estate business email from them, IE such as AGM notification, then the chances are, you already have an acct, follow the instructions above for owners. If you cannot for any reason ask the owner to add you as a co-owner, please contact one of the directors who will be able to assist you in obtaining a login.
As a Resident of Saxon-Reach, why do need a Login Id?
Only residents can be allocated a login id and password. As a logged in user, you can:
- View posted notices and events and other content that is restricted to residents of the estate
- Send a message to the Management Board of Directors (no1)
- Receive a notification on your mobile phone and/or desktop/laptop whenever a new notice or event is posted

I rent a property on the estate, can i get a login acct
Yes, you need to fill out this form. Renters/Tenants must include their name, address, owner’s name, and a copy of a recent utility bill.
How do i install the website as an app on my phone
